Public Spaces Protection Order - Eagle Brewery Wharf 2026

Overview

The Council is seeking your views on extending the Public Spaces Protection Order (PSPO) at Eagle Brewery Wharf, Kingston upon Thames.

The PSPO was first introduced on 7 September 2020 and came into effect the next day. It was extended in 2023 for three years and is now set to expire on 7 September 2026.

What is a Public Spaces Protection Order (PSPO)?

A Public Spaces Protection Order, or PSPO, are used to help prevent and reduce anti-social behaviour in public spaces. PSPOs are intended to make areas safer and more welcoming for everyone, while still allowing people to enjoy public spaces responsibly.

Public Spaces Protection Orders (PSPOs) were introduced in October 2014 as part of the Anti-Social Behaviour, Crime and Policing Act 2014.

PSPOs can cover a range of behaviours that affect residents and visitors.They are designed to address behaviour that causes a real nuisance or harm to the community.

The PSPO will tackle anti-social behaviour at Eagle Brewery Wharf and in the immediate vicinity, shown edged red on the Plan (the Restricted Area), now and in the future by imposing conditions on the use of the area. 

The Order prohibts the unlawful obstruction (including by parking) of any motor vechile, motorcycle or pedestrian lawfully accessing the area to the rear of 38-46 High Street, Kingston upon Thames shown cross-hatched on the Order Plan of the Restricted Area.

Where a person is obstructing the Cross-Hatched Area in breach of the prohibition an authorised person may require that person remove forwith from the Restricted Area, the motor vechile, motorcycle or any other thing obstructing the Cross-Hatched Area.

As part of this consultation, we are sharing the current PSPO so you can see the contents and comment on whether the conditions should stay the same or be changed. We would like to hear your views on anti-social behaviour in this area, how it affects you or your community, and whether renewing the PSPO is the right way to address these issues.

We are proposing a three-year extension until 7 September 2029 to continue addressing these issues effectively.

How PSPOs can benefit the community

A PSPO can:

  • Reduce nuisance and anti-social behaviour in public spaces, helping people feel safer and more comfortable
  • Support local residents and businesses by creating a more welcoming environment
  • Encourage positive use of public spaces for everyone, including families, visitors, and workers
  • Allow the Council to respond quickly to emerging problems before they escalate

The Council will carefully consider all feedback from residents, businesses and others affected before deciding whether to renew the PSPO and what the final conditions should be.

If the Council decides to renew the PSPO, the final version will be published on the Council’s website before it comes into force.
