Inclusive Kingston: Draft Commitments

The Council’s Corporate and Resources Committee approved the Inclusive Kingston Strategy 2025 - 2029 on 27 November 2025. While much has already been achieved in celebrating and supporting our diverse communities, your feedback has helped us identify where further improvement is needed and what our priorities should be.

A two-phase engagement process informed the development of the new strategy. Phase one (November 2024–January 2025) shaped the draft objectives, and phase two (May–July 2025) gathered feedback on those proposals. In total, 20 weeks of engagement took place, with more than 700 people contributing between autumn 2024 and summer 2025. 

You told us:

Feedback from the community highlighted several areas that are currently working well. Celebrating our cultural diversity was frequently mentioned as a significant strength, alongside the effective partnerships with the Voluntary, Community, and Social Enterprise (VCSE) sector. Additionally, positive comments were received regarding both health and wellbeing initiatives and the quality of Adult Social Care services. 

The feedback also identified several key areas for improvement. Participants expressed a desire for enhanced community safety and a reduction in crime. We also heard from residents that they often struggle to reach the right council service, particularly if they lack digital access or face a language barrier.

Overview

Later this year we will publish a new Inclusive Kingston strategy that will set out our commitments for the next 4 years. 

We are pleased to share the draft commitments with you now which have been written using the insights that you shared with us last autumn alongside lots of research and best practice. 

We are deeply committed to working together to ensure that our borough is accessible, safe and a place where every voice is valued and celebrated.

Draft Commitment 1

We are committed to deeply understanding the needs and experiences of our communities and working together to make change.

We will do this by:

  • Collaborating to collect, analyse, share and use data across the council and with partners
  • Being led by our community and partners to understand unmet needs and to meaningfully engage and communicate
  • Implement change using insights from complaints, compliments and member enquiries

Draft Commitment 2

We are committed to tailoring our approaches to meet the needs and address gaps for all our communities

We will do this by:

  • Thinking creatively and utilising new tools to overcome challenges that enable access to services when they are needed 
  • Evidencing how our services and policies identify need and reduce inequality 
  • Working closely with our partners to share insights, meet community needs and build resilience
  • Focusing on tackling poverty and socio-economic inequality in the borough

Draft Commitment 3

We are committed to being a proudly diverse borough which is accessible and safe

We will do this by:

  • Focusing on community cohesion alongside our partners to bring communities together, tackling discrimination, harassment and hate crime 
  • Ensuring accessibility and community needs are key priorities when designing and delivering our physical and digital infrastructure
  • Coming together to celebrate communities, heritage and achievements
