2025 North Kingston Healthy Streets

Thank you to everyone who took the time to share their views on the North Kingston Healthy Streets engagement. We received over 500 survey responses. After carefully considering traffic data, environmental impacts, and feedback from the community during the consultation period, a final decision was made by the Kingston and North Kingston Neighbourhood Committee:
Permanent Implementation of Restrictions
The following measures will transition from a trial basis to a permanent arrangement:
- King’s Road: Will remain one-way eastbound for all vehicles (between Park Road and Queens Road), with two-way cycling permitted.
- New Road: Will remain one-way westbound for all vehicles (between Queens Road and Park Road).
- Crescent Road: One way access will remain open for all traffic travelling north east from Queens Road to Kingston Hill. However restricted access travelling south west from Kingston Hill towards Queens Road has been revised - and now will only apply Monday to Friday from 7.30am to 9.30am. In addition the exemption area for local residents has been expanded
In response to specific access concerns raised during the trial, the Committee has approved the expansion of the permit exemption area. Residents of the following locations are now eligible to apply for an exemption from the Crescent Road LTN restriction:
- Cumberland House
- Kingsnympton Estate
- Haygreen Close
- Upper Crescent Road
Please note that these exemptions are not granted automatically; residents within the newly eligible areas—including Kingsnympton, Cumberland House, Haygreen Close, and Crescent Parade—must submit an application to be added to the authorised vehicle list.
Ongoing Monitoring
The Council remains committed to ensuring these measures function effectively for all road users and residents. We will continue to monitor traffic patterns and a further report will be presented to the Committee six months after the permanent order is implemented to assess the further impact of these changes.
Overview

For several years, residents living in the area have expressed concern about the traffic conditions on their road. We have engaged with communities, ward members to find a solution to the concerns raised.
As a result, on 10 December 2024, Kingston and North Kingston Neighbourhood Committee agreed to trial an Experimental Traffic Management Order (ETMO) to reduce through traffic by making:

The existing width restriction at Crescent Road ONE-WAY toward Kingston Hill. (Access to Kingsnympton Youth and Community Centre is not affected)

Kings Road one way eastbound for motor vehicles between Park Road and Queens Road with cycling permitted in both directions (contraflow cycle lane)

New Road one way westbound for all vehicles between Queens Road and Park Road

Also available to download below is data from traffic surveys in 2022 and 2024. During the trial we will carry out a further survey to compare it to these figures to understand the impact from the scheme on the surrounding roads.
The trial and ETMO engagement and consultation process will commence on 24 March 2025.
Share your views
You can comment on any aspect of the scheme during the lifetime of the Experimental Traffic Management Order, which is no less than six months, up to 18 months.
You can do this completing the survey through the link below. Your comments will help us understand your day-to-day experience of the scheme and also help us assess if we need to make any changes during the trial.
Registering your FORMAL support or objection
If you wish to formally register your support or objection to the scheme, you can do this by emailing tmo@kingston.gov.uk or by writing to us at Traffic Order Section, Guildhall two, Kingston upon Thames, KT1 1EU and using the reference MO.EXPKingP341,
This must be done between the 24th March 2025 when the scheme goes live, and 24th September 2025.
Any formal objection or comment you make in this way, must be considered by the Neighbourhood Committee in making any decision about the future of the scheme.
Next steps
Once the scheme is in place, data and feedback will be gathered and presented at the Kingston and North Kingston Neighbourhood Committee within the next 18 months. The Committee will then make a decision to keep or remove the scheme.
