California Road, Springfield Place, Wellington Crescent and adjoining roads parking management
Overview
Our vision is to create a cleaner, greener Kingston and our streets play a major role in this plan. We want everyone to feel our streets are spaces where they can breathe clean air, walk safely and feel connected to the local community.
We consulted with residents last year about a proposed parking scheme on California Road, Springfield Place, Wellington Crescent, and their adjoining roads. We asked residients for their experiences of parking and how they would feel about implementing a parking scheme.
The results were presented to the Old and New Malden Neighbourhood Committee on the 14 March 2023. As the results were inconclusive, the committee made the decision to consult again after one year to see if there is a change of view.
This proposal has been carefully developed, with the aim of balancing the requirements of residents with the need to ensure safe and efficient streets for all users. The proposal covers the following roads:
Wellington Crescent / Apsley Road / Leigh Close / California Road / Willow Road / Georgia Road / Virginia Close / Oregon Close / Nevada Close / Windrush / England Way / Barker Close / Sherfield Close / Springfield Place
Related Consultation in Dickerage Lane and adjoining roads
A second consultation is currently open in the nearby roads of:

There are three options:
1. Introduce a Controlled Parking Zone
In a Controlled Parking Zone, residents and their visitors are allowed to park when displaying a valid permit for that zone. Parking is only allowed in marked and signed parking bays. Yellow line restrictions would prevent parking between parking bays, including vehicle crossings (e.g. dropped kerbs, vehicle accesses), during the operational hours of the Controlled Parking Zone. Signage would be in place at any entry and exit points outlining restricted parking hours.

2. Introduce a Parking Permit Area
In a Parking Permit Area, residents and their visitors are allowed to park when displaying a valid permit for that Parking Permit Area. There are no marked permit parking bays within a Parking Permit Area. This means less signage and road markings than a Controlled Parking Zone. Signage would be in place at any entry and exit points outlining the restricted parking hours.

3. No parking scheme
You can let us know if your preference is not to have any parking scheme.
About Parking Permits

Next Steps
We will review all of the feedback and prepare a report with recommendations. This will go to the Old and New Malden Neighbourhood Committee for consideration on the 23 January 2025.
