Our vision is to create a cleaner, greener Kingston and our streets play a major role in this plan. School Streets limit motor vehicle access to the school gates around school start and finish times making it safer and easier for children and their families to walk, cycle or scoot. They reduce local traffic and parking congestion and engine idling, which improves air quality.

Following on from the successful introduction of the School Street on Mansfield Road, we will be introducing a trial expansion on Devon Way. The scheme area is shown in the plan above and includes Devon Way, Beverley Close, Newlands Way and part of Stormont Way (up to the road closure).

The South of the Borough Neighbourhood Committee approved this trial school street schemes in September 2022, subject to continued engagement with the local community.

Timings and location of the School Street trial expansion

The expanded School Street has been in place from 2 May 2023 and includes Devon Way, Beverley Close, Newlands Way and part of Stormont Way (up to the road closure). There is a timed restriction on motor vehicles to create a pedestrian and cycle zone from Monday to Friday, between 8.15am - 9.15am and 2.30pm - 3.30pm (term time only), matching the timings on Mansfield Road.

Access will not be restricted for residents’ vehicles in the scheme area, provided those vehicles are registered for exemption from the scheme.

This scheme is being implemented using an ‘Experimental Traffic Management Order’. All residents within the consultation area, inside and outside the scheme, will have recieved a letter prior to the start date of the trial.

What is the Experiemental Traffic Management Order process?

An Experimental Traffic Management Order (ETMO) can be in place for a minimum of six months and up to 18 months while we gather local feedback and monitor a scheme.

The ETMO process is a legal process and we cannot make an ETMO permanent at a later stage, until we have followed the statutory consultation process.  All comments submitted in this way must be considered by Members of the South of the Borough Neighbourhood Committee, when considering whether to make this scheme permanent or to remove it.  More information about this process is available on our website 

Applying for an exemption

If you live within the scheme area and you have a vehicle that you may be using to drive into the area during the times of the restrictions, you must let us know your vehicle registration details. Please submit your details through our exemption registration form. The form will ask you a series of questions and to submit documents to prove that you live at your address and own the vehicle. If you live in the school street area, you will have received a code by letter to enter when prompted.

Monitoring and reviewing the scheme

Once the scheme has been in place for a period of time and enough data and feedback has been gathered, we will draft a proposal for consideration at the South of the Borough Neighbourhood Committee within the next 18 months. The Committee will then make a decision on the future of the scheme. We will write to residents to let you know when we are closer to this stage.

What happens next

Thank you for your views. All feedback from residents and stakeholders has been incorporated into the report on the scheme. This was presented with the recommendation for the scheme to become permanent to the South of the Borough Committee on 1 October 2024.

The committee have agreed to make the Lovelace School school street in Devon Way permanent.
