Trial School Street at St Matthews School
Overview
A School Street is a road near a school that is temporarily closed to most motor vehicles during school drop-off times.
The aim is to make it safer and less polluted for children to walk, wheel or cycle to school by reducing traffic, congestion outside the school and engine idling, which improves air quality.
Certain vehicles, such as those for residents or emergency services, are still allowed to use the road.
We have successfully launched ten School Streets across Kingston and will be introducing a trial at St Matthew's Primary School on Landley Road on the 3rd November 2025 until June 2026.
The Surbiton Neighbourhood Committee approved this trial School Street scheme on 19th March 2025, subject to continued engagement with the local community. The monitoring data, together with feedback from residents and schools, will be presented to the Neighbourhood Committee, which will then make an informed decision about the trial’s future.
Location and timings of the School Street trial
This School Street trial covers the part of Langley Road from the junction with Oak Hill Crescent to the Upper Brighton Road/Kingsdowne Road roundabout. The attached plan shows the area of the School Streets Zone.
From 3 November 2025 only registered exempt motor vehicles will be able to travel into the School Streets Zone Monday to Friday, between 8am-9am (term time only, and not bank holidays). Unregistered vehicles exiting the School Streets Zone during the restricted period will not receive a Penalty Charge Notice.
Enforcement of the restriction will be by Automatic Number Plate Recognition (ANPR) camera.

Access for residents and registering your vehicle
If you live within a School Street trial zone, you will still be able to drive in and out of the area at all times if your vehicle is registered. Registering for an exemption is free.
Carers for residents can also apply for an exemption. In addition, special one-day exemptions are available for events such as funerals and weddings, or to provide care or medical support.
You will need to register using APCOA Taranto Portal.
You will need the following documents;
- An official letter with your name and address, such as a council tax or utility bill.
- Proof that you own the vehicle, such as the V5C document or invoice of purchase.
Each resident is allowed to register one vehicle per person (multiple vehicles per household). Warning notices will be issued for a 2 week period to any vehicle observed entering the school street without an exemption. Following this two-week period, penalties will commence.

This scheme will be implemented using an ‘Experimental Traffic Management Order’.
What is an Experimental Traffic Management Order?
The ETMO process is a legal process and we cannot make an Experimental Traffic Management Order permanent at a later stage, until we have followed the statutory consultation process. All comments submitted in this way must be considered by Members of the South of the Borough Neighbourhood Committee, when considering whether to make this scheme permanent or to remove it. 1. Formal support and objections
- These can be submitted by our Appyway portal, or by writing to us at Traffic Order Section, Guildhall 2, Kingston Upon Thames, KT1 1EU.

- All feedback submitted via the TMO process will be considered when the Committee is making a final decision on the scheme.
- All formal feedback must be given before 1 May 2026.
2. Sharing your day to day experience of the scheme
