Tolworth Close proposed short cut closure
Overview
We have listened to feedback that Tolworth Close has excessive traffic and is being used as a short cut between Ewell Road and Tolworth Broadway.
Following a report to the Surbiton Neighbourhood Committee, we are proposing a road closure to stop motor vehicles entering and exiting Tolworth Close at Tolworth Broadway, while maintaining through access for cyclists and pedestrians. This closure will be implemented under an “Experimental Traffic Management Order” also known as an ETMO.
The closure will consist of a planter in the middle of the road. Residents, businesses and emergency services will still have access from Ewell Road but can’t exit into Tolworth Broadway.

The trial and engagement and consultation process will commence on 23 June 2025.

You can comment on any aspect of the scheme during the lifetime of the Experimental Traffic Management Order, which is no less than six months, up to 18 months.

Notices of the council’s intentions to introduce the experimental road closure will be published in local newspapers; the London Gazette and Surrey Comet.

Formal responses to the experimental road closure in Tolworth Close must be made by 23 December 2025.
Next steps
All formal submissions, along with non formal feedback from the Lets Talk survey will be analysed by Kingston Council and recommendations will be presented in a final report to be considered by the Surbiton Neighbourhood Committee within the next 18 months. The Committee will then make a decision to keep or remove the scheme.
