Tolworth Close Temporary Road Closer - Call for Final Feedback
Overview
Our vision is to create a cleaner, greener Kingston and our streets play a major role in this plan. We want everyone to feel our streets are spaces where they can breathe clean air, walk safely and feel connected to the local community.
In June 2025, temporary changes were made to Tolworth Close through an experimental traffic management order (ETMO). These changes aimed to prevent Tolworth Close being used as a short cut while still maintaining through access for cyclists and pedestrians. Access for residents, businesses and emergency services was retained via Ewell Road. The changes were made through the use of a planter in the middle of the road.

Now that these temporary changes have been in place for some time, the Surbiton Neighbourhood Committee will soon make a decision about whether to keep or remove the road closure for vehicles.
Ahead of this committee meeting, we want to know what you think about the impact of the changes in your neighbourhood.
Your feedback from this engagement will be presented to the Surbiton Neighbourhood committee on 3 November, along with the initial feedback from the six-month statutory consultation (which closed on 19 December 2025) and additional findings, such as changes to traffic flows and behaviour. The Committee will then make a decision to keep or remove the scheme.
