Future of Thameside Car Park - Call for Expressions of Interest

Overview

Kingston council and Kingston First are launching an exciting initiative to revitalise and reimagine Thameside Car Park, a unique, underutilised asset in Kingston town centre.

We are calling on community organisations, local businesses, and charities to bring their ideas to transform this prime riverside spot alongside a popular walking and cycling route connecting Canbury Gardens, North Kingston, and the town centre.

This location offers an exciting opportunity to make a lasting impact, building on the ambitions set out in Your Vision, Our Future: A Vision for Kingston Town Centre and ‘Confident in Kingston' the Economic Development Strategy for Kingston upon Thames. Together, we want to create a destination that draws footfall and builds a welcoming, safe, and accessible space for people of all ages to enjoy.

At this early stage we are seeking expressions of interest (EOI's) to pilot or test new uses for this space. We are open to all ideas. This could include a wide range of uses, such as leisure courts, studio space, markets, creative workspaces, a skatepark, play facilities, or community cafes and restaurants. The aim is for the space to be used daily, daytime to evening, with a mix of commercial and community activities which are self-sustaining financially in the medium to longer term.

We encourage proposals to include landscape improvements as well as new structures if required. Depending on the ambition, some proposals may also require planning permission and permission from the Environmental Agency (‘EA’) due to proximity to the Thames.

We will support the winning organisation to design and develop their proposal for delivery by Summer 2027. We will contribute £65,000 of seed funding and expect some match funding by the winning organisation towards the provision of the initial infrastructure and investment required to kickstart the new business proposals.

We will also support the winning organisation in a bid for additional Neighbourhood Community Infrastructure Levy (NCIL) funding.

All expressions of interest will be reviewed by an evaluation panel against the criteria set out. Following this assessment, three to five organisations will be shortlisted and invited to submit a full tender. The successful organisation will then be selected through this process.

About the site

Thameside Car Park is currently an underutilised council-run car park in Kingston upon Thames town centre by the riverside. It is located at Thameside, Kingston upon Thames, KT1 1PL near to the south entrance of Canbury Gardens and is a total of approx. 1140 sq m. Kingston Town Centre Parking Study (2022) identified that Thameside was found to be the least utilised car park in the town centre. It did not exceed 72% occupancy throughout the survey period and was on average below 40%.

Ownership of the site is shared by the council and the Environment Agency (EA).  The council-owned freehold land is highlighted in deep red on the site plan below and covers approximately 505 sq m. The Environment Agency (EA) owns the adjacent freehold land, shown in light red (approx. 635 sq m), which is currently leased by the council.

If you would also like to make use of the southern section of the site, there is some flexibility for temporary activities and events. Under the council’s agreement with the Environment Agency, this area can be fully or partially closed for up to seven consecutive days  for pre-approved, non-commercial activities. This could include community theatre, art installations, live performances, and leisure or entertainment events. Any closure requires the council to give the EA 14 days' written notice via email.

The site is located in Flood Zone 3 (high risk). It currently lacks direct water or electricity connections, though utility installations may be feasible for selected proposals if required.

It is bounded by permanent and non-permanent moorings to the west and south, Thameside and Down Hall Road to the east, and the River Thames Boat Project alongside the southern entrance to Canbury Gardens to the north. A railway bridge spans above the site, and nearby infrastructure includes existing street lighting and a CCTV column.

The area of Thameside adjacent to the car park was recently upgraded with new paving, high-quality surfacing, and landscaping. Future public realm plans aim to extend these pedestrian-friendly improvements southward and enhance the entrance to Canbury Gardens, strengthening connections and wayfinding to Kingston town centre.

Key requirements & considerations for proposals

Getting Involved

Eligible Organisations

Open to constituted groups, commercial organisations, businesses, and charities.

Financial Commitment

Bidders must demonstrate a commitment towards proposal development and delivery, ideally matching the council’s seed funding (in-kind contributions, such as staff hours, can be included).

Occupancy & Lease Terms

Occupants are expected to contribute to site usage and maintenance. Flexible lease arrangements will be considered, including initial rent-free periods, fixed-term leases, or profit-sharing models.

Financial Sustainability

Proposals may blend commercial and community activities. Following the initial £65k seed investment and potential NCIL funding (up to £200k).  Longer term operations must be financially self-sustaining without further council funding beyond the pilot period. Commercial components that cross-subsidise community uses are highly supported. Bidders must also commit to reinstating the site to its original condition at the pilot period.

Operating Hours & Activation

A day-to-night activation strategy is encouraged to maintain vibrancy and security. The site must be publicly accessible and active daily (including weekends), ideally operating from at least 12:00 PM to 9:00 PM, subject to usual planning and licensing requirements.

Duration & Term:

Both short-term and long-term uses will be considered, operating from Summer 2027 for a minimum of three months. Proposals should explicitly state whether they offer seasonal or year-round activation.

Site Considerations & Constraints

Spatial Focus

Proposals should focus primarily on the north side of the site, utilising the south side for temporary activations. Long-term use of the south side requires EA negotiation and should not be relied upon.

Licensing & Approvals

All necessary council licences must be secured for new uses.

Environmental Impact

Night-time noise, smells, and fumes must be minimised, and continuous access to the moorings and riverside must be maintained.

Public & Community Access

Community use and public access are essential (e.g. foot thoroughfares leading to public-facing offers). Pure workspace proposals without a public element will not be accepted; however, hybrid models like creative workspaces paired with a retail, exhibition, or event space are encouraged.

Changing Places Toilet

Proposals must incorporate a council-funded Changing Places Toilet and preserve an accessible route to it.

Riverside Context

Designs should complement the site setting and capitalise on its unique riverside location.

Inclusivity

Offerings should appeal to visitors of all ages.

Accessibility

Proposals must incorporate designated disabled parking spaces.

Public Realm Improvements

Proposals should feature site enhancements such as upgraded signage, greenery, biodiversity, improved surfacing, and lighting. Accessibility for older people or people with disabilities should be considered.

Supporting local priorities

We’re keen to hear ideas that support the priorities of the Kingston and North Kingston Community Plan. Projects that do this may also be eligible for funding through NCIL. All the information on the Neighbourhood CIL process can be found online.

As this process is exploratory, the council is under no obligation to take forward any submitted proposal.
