Overview

Kingston Council is currently creating a general guidance document for people living or owning a property in a conservation area.

We are sharing a draft of the document to hear your feedback before the final document is published on the council's website. 

What is a conservation area?

The Royal Borough of Kingston upon Thames has 26 Conservation Areas, covering 9.4% of the borough (351 hectares). A full list of these areas can be found on the council’s website.

A conservation area is a designated heritage asset, protected by the Planning (Listed Buildings and Conservation Areas) Act 1990. It is an area of special architectural or historic interest with a definable character and appearance. Kingston Council, as the Local Planning Authority, has designated these following extensive research and consultation with people living and owning property in the area, and must pay 'special attention' to preserving or enhancing their character and appearance when making planning decisions.

This new Conservation Area General Guidance aims to improve the overall management and quality of conservation areas in the borough, so that they can be better protected. It sets out the purpose of conservation areas, and what needs to be considered when making or proposing changes to buildings and sites within them. It is intended to make the planning process clearer and more efficient for everyone involved, by pulling together information from different relevant sources into a single document.

We want to make sure the information in the guidance document is clear and helpful before a final version is published, so we’re seeking your feedback on its clarity, and how comprehensive the information is. You may also be able to suggest specific examples from your local area which you think the document should include an image of or refer to? These could be specific buildings or streets which demonstrate positive or negative examples of character or appearance.

The publication of the general guidance will form an important part of the forthcoming work to update Conservation Area Appraisals and Management Plans (CAAMPs) for each of the borough’s conservation areas, by avoiding duplication of common points and issues.
