Consultation on Article 4 Direction for North Lodge and South Lodge, Kingsnympton Park

Following consultation last year, the Place Committee on Thursday 8 February 2024 (see item 7), resolved to confirm the Article 4 Direction for North Lodge and South Lodge, Kingsnympton Park, making it permanent.
If anyone wants to demolish the buildings on these sites they cannot do it under national permitted development rights and need to get planning permission.
We received 21 consultation responses from individuals or bodies. A summary of the feedback can be viewed in the committee paper.
Overview
Kingston Council is using its planning powers to protect North Lodge and South Lodge, in Kingsnympton Park, Kingston upon Thames, KT2 7TF. The buildings are locally listed for their heritage value.

A mechanism called an Article 4 Direction has been introduced which removes the ability, under national permitted development rights, to demolish buildings on these sites without first obtaining planning permission. This is a specific and targeted Article 4 Direction that has been introduced in response to an application to confirm if prior approval is required for the demolition of North Lodge.
North Lodge and South Lodge are 19th century locally listed buildings (formerly Buildings of Townscape Merit) and local landmarks, marking the original gateways to the former Knoll and Kingsnympton Hall estates, and the existing Kingsnympton Park estate. Despite later alterations, they both play an important role in the townscape character of the area. They are therefore considered a local amenity in terms of culture, heritage and 'sense of place'.

The Article 4 Direction was made on 29 August 2023 and includes maps showing the land to which it relates. This is an immediate Article 4 Direction that has already come into force. It needs to be confirmed within six months for it to become permanent.

Why your views matter
This is an immediate Article 4 Direction that has already come into force. The effect of the Direction is that neither North Lodge or South Lodge can be demolished under permitted development and planning permission needs to be sought first.
The Direction needs to be confirmed within six months for it to become permanent.
We want to know if you agree or disagree that the Article 4 Direction should be made permanent and if you have any further comments. The council will then decide whether or not to confirm the Direction in the light of any objections.
