North Kingston Neighbourhood Plan

Changes introduced through the Localism Act 2011 mean communities have the ability to create a planning document that helps guide how their area develops and changes*. These documents are commonly referred to as Neighbourhood Plans.

The North Kingston draft Neighbourhood Plan sets out local planning policies that will be used when planning applications are considered, and, if adopted, it will be valid until 2041.

*Please note that, as of March 2026, central government funded support for neighbourhood planning is no longer available.

The Neighbourhood Plan only applies within the designated North Kingston Neighbourhood Area. It includes parts of the historic Canbury and Tudor wards, including Canbury Gardens, Tudor and part of Kingston Gate west of Queen's Road. The area forms the northern part of the borough's boundary with the London Borough of Richmond upon Thames.

It is important to note that the Neighbourhood Plan can only set planning policies for this designated area. It cannot make planning policies for other parts of the borough.

The North Kingston Forum has been developing the Neighbourhood Plan with the local community over the past eight years.

During this time, the Forum has held:

• More than 80 semi-open meetings
• 5 Annual General Meetings
• 2 public meetings
• 3 major community consultations, held over several months at venues across the neighbourhood area

Residents have been asked how they would like future change to be managed in North Kingston. Feedback from these discussions has helped shape the Plan.

Come along to one of our drop-in events to speak with the North Kingston Forum in-person.

Drop-in events will be held on: 

• Saturday October 3rd, between 10am - 12pm at Tudor Drive Library, Tudor Dr, Kingston upon Thames KT2 5QH

• Saturday October 10th, between 1pm - 4pm, at Cornerstone Church, 234a Canbury Park Road, Kingston Upon Thames, KT2 6LF

Once the consultation has closed, all comments received will be passed to an independent examiner. The examiner will then consider the Plan and the representations received, before recommending whether the Plan should proceed to a community referendum. 

If the Plan goes to a referendum, people living in the North Kingston Neighbourhood Area will have the opportunity to vote on whether the Plan should be adopted.

If it is adopted, it will be one of the documents in the borough’s development plan, which are used to assess planning applications alongside the Local Plan.
