The proposed changes went to the council's People Committee on 23 November 2023. Councillors considered a report (see item 25 on the committee website page) which set out proposals to update the Adult Social Care charging policy to be line with current best practice, which had previously been updated in 2016.

The councillors noted the consultation process which took place to understand the impacts of the proposed changes and the key themes which emerged from the five in-person events and the 20 online survey responses received via Let's Talk.

It was agreed by the committee that:

  • the charge for assistive technology services for existing users who do not have an existing package of care or who are currently paying the full cost of their care provision as set out in paragraphs 5 to 10 of the report, be approved;
  • the approach for people getting Attendance Allowance or Disability Living Allowance Claims for the actual night care costs to personalise the financial assessment, as set out in paragraphs 11 to 16 of the report, be approved;
  • the maximum amount of claims for Disability Related Expenses (DRE) to disability benefits paid to service users be linked, as set out in paragraphs 17 to 21 of the report, be approved.

Overview

Kingston Council is reassessing the way it charges for Adult Social Care Care services.

The existing Charging Policy, which is used to calculate care contributions, was implemented in 2017 and it is now due to be reviewed and a number of proposals are to be explored.

The Council is proposing four changes to the current Charging Policy. These are:

  1. Standardise the approach to claims for night care costs for older people getting attendance allowance.
  2. Introducing an Interim Funding fee
  3. Setting a maximum amount of Disability Related Expenditure at the level of disability benefit claimed.
  4. Introducing a charge for Assistive Technology (including Telecare).

What happens next

Once the consultation closes on Monday 25 September 2023, the Council will review all feedback received and present the proposals to the Committee for decision in the Autumn.
